Probably a good idea to get some direct clarification on the matter.
We have the following important references to Lydius:
Merchant law is the only universal law that exists among the southern cities and on the trade-routes.
Do we want to supplement it with civil law, or do we tell people they are responsible for their own protection and to handle their own fueds if issues arise?
It's somewhat important for me to know, since in my RP regularly people come to me with issues or questions and often I just tell them: 'nothing I can help you with', since I'm under the assumption that we only enforce merchant law.
If we do decide to add civil law, then I suggest we have these laws available in the scribe's library somewhere. I still have the extensive list of civil laws from Tarnwald which covers everything mentioned and referred to in the books, if our scribes would be interested in such.

"The representative of the Merchants, to whom I reported my business, and to whom I paid wharfage, asked no questions. He did not even demand the proof of registration of the Tesephone of Tabor. The Merchants, who control Lydius, under merchant law, for it is a free port, like Helmutsport, and Schendi and Bazi, are more interested in having their port heavily trafficked than strictly policed."
